Mark,
        That is not oil, it is varnish from dried gasoline
and partly wet gasoline from a long time small leak from your worn
throttle shaft/seals.  Have the carb throttle shafts 
repaired by a professional, replace the carb or:

Do It your self. 
Remove the throttle plates from the shaft.
May have to grind off the tips of the screws if they are
bradded. Remove the throttle shaft and after cleaning everything up
amd discarding what remained of the throttle shaft seal, wrap
the throttle shaft with teflon tape in the area of the
previous sealing area.  Wrap the tape until you can just
force the shaft back into the holes. The Teflon tape will
"cold Flow" somewhat.  Replace the throttle blades and rebrad the
throttle screws. Works for 4-5 years of daily driving.
