Mark,
At the risk of starting another "everyone has their own opinion"
sessions, If the radiator has a full shroud that is sealed at the
radiator edges, and the fan blades are positoned such that it sucks the
air from within the chamber created by the shroud/radiator boundry,
thereby creating a "low" pressure area within that cavity, air WILL flow
through the radiator to fill that void (period!). It makes no difference
whether the vehicle is moving or not. Heat transfer should be be
proportional to the amount of air passing through the cavity. In fact,
if the radiator is thick enough, a laminar air flow should be desirable
in that all parts of the core get the same flow through it.
