Well, the only reason I can come up with, is Fear of Flats, which to an
old hand at a wrench (as I assume you to be) is probably about as
horrifying as your fear of an oil drop on your garage floor.

Since a tube shouldn't really `wear out' but just get old and crack
eventually , it sounds to me like a smart budget move.
