  Perhaps it's not "emergency brake" but rather the helper
brake?

  When I took my driving lessons, the instructor had his
own foot brake. It clipped on in a few places and basically
just worked my pedal from his side.

  Any chance the DMV has some "generic" version of this
that they like to use, but it's not generic enough for
that truck?
