I would suggest you ask that question of the folks at Lumenition

First of all, I don't believe Accel makes a "12 volt coil", they only make
what people on this list insist on calling a 6 volt coil (which is a 12 volt
coil that requires an external ballast resistor).

Second, the requirements may actually be different depending on which exact
model of Lumenition you have.  For example, the Crane XR700 requires a
ballast when used with an externally ballasted coil, but the Crane XR3000
(which looks almost identical, even comes in the same box) does not (and can
only be used with an externally ballasted coil).
