John - in the head removal process, did you disturb or remove parts
from the throttle interconnect that runs along the engine and hooks up
to the governor? If you did, it's highly likely you screwed up the
settings which are critical and sensitive in the extreme. Apologies in
advance for what may appear to be an assinine question re
non-starting - but did you remember to open the fuel tap? Took me half
an hour of swearing at 'Daisy' before I realised it was me and not her
that was in need of attention! I've got details here of how you reset
the governor and bumper screw and can send a photocopy if you'll send
me your address off list.

Also, there is one other question.  The workshop manual is light on
detail
about how to set the valve clearances other than specifiying the
actual gap.
Do you set, say, No. 8 with No. 1 valve depressed and No. 7 with No. 2
depressed, etc?

You can do it that way or as Randall suggested.

I understand the M/F motor is similar to the early Triumphs so all
suggestions appreciated.

For te record, the engine was proved in our tractors and the Standard
Vanguard simultaneously and before it went in a sports car. This is an
aspect of history that some TR2-4A owners find a little difficult to
accept <smile>
