Yes.  It works on the same circuit as the wipers and gauges.  If they work
and the brake lights don't then it is in the brake light circuit.  Check
the switch with an ohmmeter.  Trace the wires there and back.  Try touching
the two switch wires together (be sure to never let them touch chassis (or
transmission) or you will be replacing the fuse again.
