That's a null question ... if the actual toe-in is not even, then the car
will turn.  Naturally, the operator will turn the steering wheel until the
car drives straight (assuming a straight line is wanted), which will make
the toe-in equal.

The process only breaks down if the wheels are turned significantly while
setting toe-in ... then the toe won't be right because the steering does not
turn the wheels by the same amount when you turn the steering wheel.  But
just visually having the wheels in the "straight ahead" position while
setting the toe is plenty close enough.
