One way is to use an escrow service.  This is a third party that first takes
the funds, verifies possession of them, then releases the funds to your
friend when the buyer confirms receipt of the vehicle.  One such service is
https://www.escrow.com

Beware of fraudulent escrow services, though.  If the buyer wants to use a
particular service, check them out thoroughly.  Google for "escrow fraud" to
find out how to do this.

Another way is for the seller to hold the payment long enough for any fraud
to catch up, which appears to be a minimum of about a month.  As a buyer,
though, I wouldn't like waiting that long.  But almost any financial
instrument may be fraudulent these days, even a "letter of credit" from a
bank.
