Nonsense, IMO.

Sure, why not ?  If the rings are worn, the cylinder walls must be bad too;
then you might as well do the camshaft & lifters; so now it's easier to pull
the engine ... might as well rebuild the gearbox while it's out, and now is
as good a time as any to repaint the engine compartment, and replace all the
brake lines, and ... and ... and ... many years from now, someone will be
buying the car in cardboard boxes because it just never ends.

But since I prefer to drive my cars rather than restore them, my suggestion
would be to just fix what's broke.
