The fossil fuel units tend to have higher tank losses as well. Even with a
damper, there's still no insulation on the flue surface.

Reasonable for comparing costs, but in use the unit has to bring the water
up from whatever temperature the water enters at; which is likely
significantly colder than room temperature. This is an important
consideration when sizing a tankless heater, or estimating overall costs.
I've heard that solar pre-heaters can be cost-effective, even in the frozen
north, but I don't know much more about them. Still, it makes sense that
every Btu they add to the water is one less Btu you have to pay for.
