Ron - 

    I heard something very similar a few years ago.  A friend was
complaining about a crying child and said "That baby needs spanked." Turns
out the speaker was from Pittsburgh. Somehow the future tense ("needs to be
spanked") has evolved out of the language there.  He insisted that
"everybody" there talks like that. YMMV.
