alpine floor pan restoration

Interior floor pan stripping of my Series V begins in
preparation for a new interior... Seats and old carpet
removed... After a thorough scrapping and wire brushing to
remove old adhesive/sealant/sound proofing/rust proofing, I
am pleased to find that the stripped floor pan reveals only
minimal and spotty surface rust (no scale). Inner sills are
in excellent condition as is the area around the e-brake
mount. Its interesting that this rust was found under intact
primer and paint suggesting that it may have been slightly
oxidized when first applied. Further support of this is the
ease at which the original paint could be removed. Hmmm....
Now I need some ideas on restoring the finish of the floor
pan. Rust converter? Primer? Paint? Soundproofing? I am not
too concerned with recreating the original sequence of
coatings if an improved method or product is is davised.
Suggestions and comments invited. Thanks!
