I had a similar problem with my carbs. I checked everything but
nothing revealed a problem. Finally, Jarrid Gross discovered the
problem, after much tinkering.

There is an atmospheric vent in the body of the carb that goes down to
the bowl. If this gets glogged, the bowl can overflow.
