Kyle,

I sympathize with your problems, but there is just so many things that
could cause your problem. Starting with the carbs is not advised....BUT,
there should be an aluminum crush washer under the float bowl needle
assembly. This is not a shim.

The tab that contacts the needle on the bowl cover (not to be confused with
the long needle and jet that control mixture) should be adjusted such that
the height of the float contact to the bowl cover, when upside down, is
0.55-0.59" [see Chilton's manual)].

You must ensure that all your other systems are in good working order
before "messing with the carbs".

Do you have good fuel flow and pressure (2.5-4 psi)? Clean your carb
screens and new filter? Is your distributor in good mechanical condition
(vacuum and mechanical advances working, has it been recurved)? Timing and
dwell set? Coil? How about your valve lash? And do you have your ground
strap?

If you can answer yes to all of these, then get into the carbs and rebuild
them.
