Being a 1963 model, your Vitesse is fortunately exempt from the majority
of US emission and safety requirements, including having the VIN visible
from outside the car.  You'll have plenty of other hassles, but not this
one.

for more information on what has to be done.  Once you pass the federal
hurdles, you should have no trouble with the state or local authorities,
although they will want to inspect the car and VIN before issuing a
license.  The state may have some small added requirements, for instance
CA requires a front license plate, but you can do those after you're
here.

BTW, the US authorities consider the VIN plate to be sacrosanct. 
Suggesting that you could move it, or provide a duplicate, will not win
you favor in their eyes.  Actually doing so may leave you open to
persecution.
