Dick; Rev limit is determined by the stroke  and piston design in the
lower end. My E motor with 2.7 stroke at 9 grand has the same piston
speed as a 3.48 stroke ( 350 Chevy) at 7500 rpm. Valve float or bounce
is the Rev limiter in the top end of the motor.
        It would do you no good to build a motor with a roller cam, rev kit,
and Titanium valves, then put the heads on a block with stock cast
pistons and crank. You can only go as fast as the weakest link will let
you go. You might go around to the local roundy round track and talk to
who builds the good motors for them. They have to live and make horse
