First off, what are you using to measure RPM? I know my tach reads high
compared with my tach/dwell meter.
Second: make sure the carbs are balanced. I've spend a lot of time
adjusting a carb which wasn't contributing any airflow (sigh).
The only way I can think that you didn't mention is worn, scratched, or
totally inappropriate metering needles.
