Maybe so, maybe not. It would all depend on what the engine requires. 
 And that can open a real can of worms.
Given that the engine is built to an extremely high state of tune, it is
very possible that a single 45 DCOE would not be able to supply
suffecient mixture, so going to a pair of 40 DCOE's may be the
solution.But such an engine would be near to undrivable on the street.
Not because of the twin Webers, but the actual other "goodies" (cam,
pistons, degree of head shaving, porting, etc, etc,etc). 
 But the biggest single element in the installation of twin Webers is the
"Gee Whiz" factor.  Damn, but they look good at the local pub, during the
"tire kicking" sessions"
