It sounds like you are describing a Caterham 7, the problem is, in the
quantities they end up being sold in, they end of costing big bucks. A new
Caterham can easily hit $35k and they are definitely bare bones sports cars.

The closest thing I can think of to what your describing is maybe a Beck
Spyder, which is a component car recreation of a Porsche Spyder, but even
those can easily hit $20k.
