Are you using the engine for braking?  If so, then perhaps the engine is
loading up with fuel and floods out?  (Too rich a setting?)

Another is a loose wire which moves forward and grounds out when going
down hill and braking.

Are the carb chambers towards the front or rear on a B.  If they are
towards the rear, when going down hill the chambers are higher relative
to the carb's jet.  The engine then runs richer or could even flood. 
Have you checked the float levels lately?
