Money, according to MG Rover.  It costs more money than MG Rover have to
ramp up production to make it worth-while going to the US at the moment.
Also potential litigation following the collapse of previous
importers/distributors and possible claims on their successors.  Crash
testing and emissions are indeed similar, although detail differences can be
crucial.  But recent MGs *have* reputedly been built to US standards.  The
original X80 concept was said to have been built on the Mangusta so it could
use the US accreditation that car already had for a large part of the
structure.  Whether that is still the case with the radical redign I don't
know.
