I don't think hot water is getting to the top tank of the radiator.  I
suspect the thermostat is stuck closed.  The temperature gauge may not
be working as well which would surprise no one.  Firstly, you must get
the engine to run without burping out its coolant.  Check the thermostat
by removing it and watching its action in a pan of water being brought
to a boil.  It should open at the temperature marked on the thermostat
base.
