I had the opposite problem.  The starter was making electrical contact
before the gear had a chance to engage the flywheel, thus spinning without
turning the flywheel.  If that's the case, you may be able to adjust the
electrical contact so that the starter turns after the starter gear travels
farther down the shaft.
