feds or epa taking the average fuel economy across the board for each 
manufacturer     in other words, a few years ago when chevy tahoes starting 
selling so well, they were one of our lowest fuel economy vehicles  chevrolet 
had to make sure that lots of metros and cavaliers were sold to balance out 
that equation to meet the average or the cafe regulations
