The "old machinist's trick" is to put camphor in your toolbox. I have
a small cake of it (get it at the drug store) in every other
drawer of my toolbox; it helps a lot.

There are small heaters that use much less current than a lightbulb,
trade name "Goldenrod". The smallest uses about 8 watts. They're sold
to keep the insides of gun cabinets, planes, boats, cars dry; seem
to work pretty well. Check at a marine supply.
