Here's the information from my brother: 
The stuff is called Belzona Molecular Bonding.  The company is based in
England, but sell worldwide.  The kit he has cost $350 (yes, this is why
you only use it in small areas), and its strength is equivalent to cast
iron (if I ever crack a block, I'm going to try it), and is machineable.  
They also make types based from rubber, copper, aluminum, and a ceramic
type that's hard as glass.

Like I said, the stuff is expensive, so you don't want to use it often,
but it's great if you don't weld and need to repair a small area.  The
kit my brother gets lasts him for years, because he doesn't use it that
much.  BTW, he says he's had welds fail before this stuff does.
