Tom,
I agree with your comments, I think there are likely to be several factors
at work.
First fill the carb floatchambers (quicker by electric pump)
Then build up vacuum to draw the fuel up the jets
Then allow for the fuel to atomise and travel down the inlet tract and by
the valves
Only then will it fire up - if all is well.
The only bit that I can see that can be speeded up is the first stage, and
you seem to have dealt with that !
There remains the other solution recommended by several others  - drive it
more often !
