I would think it is a small leak in something between the tank and the pump.
I would try re-tightening the fittings between the tank and the pump.

The only question I have is that the pump should be able to run the tank 
dry then re-prime when you add gas. If it is a leak like I think why can't
the pump re-prime?  Maybe a small hole or tear in the pump diaphragm?
