Oklahoma...yes.  When I bought my '60 Alpine vintage racer out of Nevada, I had 
to present it to the DMV for VIN inspection before I could title it.  That's 
just the last car I've had to do that with...I had to do the same thing with a 
Tiger from Colorado many years ago.
