One way would be to use two different color cones. The orange cones next
to the car can be discounted via the mulligan. The yellow cone two feet
inside it would DQ the run. One could design a safe outer course and then
have a tight inner course with expendable pylons.
Another alternative is to use the mulligan to halve the penalty of your
cones. Pay an extra $10 and your cones only count for 1 second each.
Hitting one cone might not throw you out of competition.
I was also thinking of having some sort of team competition. 4 cars per
team, add the team's pax times for each run. Pay for the cone mulligan
for the one driver that screws up the teams best run. Having all 4
drivers do well on one run makes it a interesting challenge.

Uhhh, John, in addition to being Red River Region RE and Vice President
of the Shreveport Journalism Foundation, you're also the Southwest
Division
Solo Safety Steward. How would you prevent me from buying 5 "cone
mulligans" and barreling through a three cone slalom and two offset cones
and entering a sharp turn at 90+ MPH? Maybe you could set a limit to the
number of "cone mulligans" bought, but the safety steward would have to
assess the course beforehand to find a safe limit on the number of cones.
Seems like kind of a problem to me.
