Do you know how SFR come up with their index?

I did some research on the North Texas Karters website 
(http://www.ntkarters.com/) and came up with a set of index numbers which 
might work for the classing structure I proposed (sorry no data of 60cc 
shifters).  I used SFR index of .900 for 80cc junior karts and then derived 
the rest of the numbers.  I came up with the indexes by using the track 
records for the track in Denton, TX.  It is a .5 mile, 9 turn track....so  
it should be fairly representative of an AX course (the straights are a 
little longer and the turns are a little tighter)  I'm sure there are many 
other appropriate tracks throughout the country that keep track records that 
could be added to the mix to fine tune the numbers.  This track holds 
national caliber events, so, hopefully the track records are fairly 
representative of what is obtainable.

Here are how the numbers came out.  These five classes are reduced from 15 
junior classes, so dividing lines would have to be defined, just like we do 
in other classes. Results list class, record time for class, and index.

80cc Junior Shifter    (per SKUSA)      38.17   0.900
Junior Sportsman Lite  (12-15 2-cycle)  41.86   0.821
Junior I Lite 2-Cycle  (8-11 2-cycle)   42.71   0.804
Junior II Lite 4-Cycle (12-15 4-cycle)  45.26   0.759
Junior I Lite 4-Cycle  (8-11 4-cycle)   45.45   0.756
