the filter was an option, so the factory didn't think it was necessary.  Plug 
off the 2 ports at the block.  I once had a 216 customer with low oil 
presure.  He had run a jumper between  block inlet and outlet, bypassing 
filter, and dumping lots of oil pressure.  Plug them off if you don't use the 
filter.
