  Another thing I might add to this discussion, what I've found out over the 
years in dealing with the Ca. DMV, is to call first, explain the situation 
fully, get all form numbers and forms needed and explain the vehicle 
fully..i/e inoperable, etc., before heading down or making an appointment.

  Now if I can just convince those dweebs that my '31 D#@ge does NOT need a 
smog check, I can finish registering it:)
