I understand that in CA all vehicles changing hands need to pass clean air
(smog) test.  They only check for basic standards, i.e. your rings can not
be blown, valves burnt out, or carb dumping gas.  I have a 41 with a 383
engine.  No smog was invented in 41, so no equipment.  Engine did not
matter.  Only tested for gross pollution.
