White (clear) to the outside is the normal fitment.
Take a look at Jeff's excelent MKIII site. Lots of pictures, including period
adverts thet show the correct fitment.

Although there is evidence to suggest that at least one left the factory with
them the other way round!!! (Was it an apprentice? Was it a Friday car?? Who
