It may be that your windscreen people are misunderstanding your use of 
the term "caulking".   There is no need for the insertion of tar-soaked 
ropes.

I know for a wet-foot fact that with my Spitfire a little extra silicone 
sealant between the glass and the seal in the bottom corners made a lot 
of difference.   Applying sealant between the seal and the frame is 
routine, and utterly necessary given the amount of twist the frame can 
acquire over a period of thirty years.
