Will,

You asked:

"Is painting concours acceptable? Surface preparation? Color? What is the
correct thing to do here, and in what order? I would appreciate hearing
some opinions."

If you want to stay original, paint the block and head black - any black
engine paint will do. I use Eastwood's. Remove the old paint, wire brush
the surface, rinse with a prep solvent, and spray. All the engine externals
should be off the engine when you do this, and the head should be on the
block. And, if it's an early TR4 (say 61-62 - we're checking this out) it
should have "TR4" painted in red on the right side of the block similar to
the TR3 engines.

I have to agree with Greg on color choice, if your're not a stickler on
originality, paint it a color where you can see leaks. I'm a fan of red
myself, or how about that gold Chrysler used to paint their "Golden Lion"
V8's? I got a can leftover I'll sell!
