I don't know of a single site for all of the US, since it varies widely from
state to state. However, almost every state has a web site with their
general information. Maryland's smog inspection site is at
http://mva.state.md.us/veip/index.htm Click on the link at the bottom to go
find registration info.
Since the actual emission limits are specific to each make, model, year,
engine, transmission, etc., and are constantly being revised, no one seems
to publish the limits on-line (at least for free).
