Jeff,
I'm not familiar enough with the TR3 tranny, but the having or not having
synchros has nothing to do with gear noise (whine), synchros functions are
to allow easier shifting under speed by getting the meshing
gear/countershaft/input shaft up to the same speed as the output shaft
before engaging the dog drives.  If the gears for first are like those of
reverse, that is straight cut v.s. helical (which a lot if not all older
non-synchro 3 and 4 speeds are), then some noise is normal  The noise
should be no louder in first if any than for reverse though.  If however
they are helical cut (someone more familiar with early TR gearboxes should
confirm this), then the noise is most likely caused by a worn gear.  Even
if straight cut, and the noise is appreciably louder, the probable cause is
usually the same, worn gears - Bearings have a lower more growl like sound
that whine which is typically gear noise -
