As with most things, it's relative.  In this case, I meant relative to
'ordinary' automotive battery chargers which are not voltage regulated
at all.  For example, I have an ordinary "10/30/50" charger (made by
Schumacher, similar to the units I see at most auto supply houses). 
It's open-circuit voltage on the lowest setting is over 20 volts peak ! 
(Of course there's no filtering either, the output has a strong 120 Hz
component).

Note that even the stock TR3 charging system doesn't meet their
specifications.  The book specification allows for open circuit voltage
as high as 16.8v at 0C.  Of course, this will be reduced somewhat by the
current the ignition draws, but not (I think) enough to keep it below
the 15.0v max that Optima specifies.
