Bill,
Once you're in that deep, you will not be able to resist removing the 
liners. At that point you have great access to the inside of the block. You 
can get it as clean as you want in a couple of hours of scraping with 
various tools. The alternative you are proposing involves shipping a 
considerable weight (feels like 80 pounds or so), the cost of getting the 
job done, and the time taken. You could have the motor rebuilt in that 
timeframe if you put in some elbow grease.
I think it would be a disappointment because as soon as it was built if you 
stood back to look at it you wouldn't see any difference whether you had 
chemically de-rusted the insides, or scraped them by hand.
My opinion, anyway.
