Brake cleaner is good, I'd go directly to that and skip the WD40.  With
care, it's possible to undo the nut on the bottom and remove the inner
reservoir, which should let you get in there with a baby bottle brush or
similar to knock off the crud.

Yes it will.  I vote for DOT 5.
