If the preponderance of the folks willing to step up and put in the extreme
amount of work to host a VTR are to the east of the Rockies then a
preponderance of the VTR's are going to be held east of the Rockies.  This
is not a VTR policy.  This is the result of the willingness of individuals
and groups to DO THE WORK. Remember 2003?  VTR was held at TRF.  This is
because Charles stepped up when nobody else would. 

The "slant" is a result of population densities and the fact that the So
Cal group host's its own Triumphfest (which, by the way, when are you going
to hold one of those more convenient to the rest of us?) which diminishes
the need/desire for folks in the SW to host a VTR.

The best way to have a VTR held in your area is to host one.
