Doug Generators aren't my specialty but I would look at all the contacts in the voltage regulator and make sure you don't have a dirty or pitted relay contact that is hanging up and sticking. At work

Not quite. DC motors can act as both motors and generators. When the motor is at rest it will draw it's maximum current and will also be at its max torque, that is the amount of torque that it takes
