It can be the float jets if there is crud in there. You definitely have to make sure it is all clean. In addition the float lever needs to be set right. Finally if none of this works, it may be that

The diaphrams on the main jets are a easy source for leaking. Many times that means a leak into the engine room. Flooding into the manifold is almost always the float valves (jets). How did you elimi

You don't say which type of car you have. If it is a HD, it could be a bad diaphragm. Are you sure that it is coming out of the manifold drains? If your float jets are stuck, you will leak out of the
