In most stretchy spring replacements i use a pair of 7-WR vice grips. They have knurls right at the very tip. Clamp them on the straight part near the hook. Then find a lace just a couple inches away

If you take the pressure off the brake light switch i.e.. hold the pedal away from making contact, you should be able to move the little arm on the switch and it should spring back to the closed pos
