Corey---Having a "missing" vacuum retard is not such a big thing. In
fact, these engines wil run well with either or both of these
disconnected, using only the centrifugal advance. Just be sure there are
no vacuum lines open to where these should be connected at the
distributor. (I can't picture any "nut and bolt" vacuum adjustment here)

So far as other vacuum leaks are concerned, a vacuum gauge connected at
the intake manifold will tell you a lot. If you are idling with anything
over 18 inches, the engine will be happy. Note that even small vacuum
leaks are usually adjusted for, (when they can't be found, or known to
exist) by merely richening up the carb mix. Not the perfect answer, but
will satisfy the engine's needs for most throttle positions.
