Why not just charge a reservation fee, mostly refundable when everyone
shows up. Something like $20 per space, payable in advance or by the
first person. Once everyone is there, $15 per space is refunded.
This would encourage more get togethers as large groups that had
cancellations would welcome new people into their midst to save some
money.

Or, how about if we make a penalty for unused space?
If you save a space and it doesn't get used by an actual entrant you owe
the club one race tire. . . Sure some would trade spaces for tires, but
at least we'd know they're serious.
