In addition to what Steve has already said, the thing to remember is that
the SEB is only responsible for making the rules, not the logistics of
events.  The National Office runs the programs (Tours, Pros, Nats).  The SEB
could not possibly have the manpower to also run the programs.

That said, it *is* conceivable that the SEB could manage the rules part of
Pro Solo, if it was in the best interests of the membership to do so.  But
that's a BOD decision.
